The Infrastructure Master Plans are a comprehensive assessment of facility and infrastructure requirements for a region /location to enable the execution of the commander’s vision. These plans provide commanders a holistic assessment of infrastructure requirements, current assets to meet those requirements, and the operational gap.

Challenge

Combatant Commanders have competing requirements for limited facility and infrastructure investment resources within the Joint Service Components (Army, Navy, Air Force, Marine, Space Force).

There was no overall agree to terms of reference or overall methodology for unit moves and monitoring dates for relocation.

Solution

Strategic Development

  • Determine the optimal base locations and associated infrastructure to support the Posture Statement and numbered operational and contingency plans
  • Work with Service Components for site surveys and mission assessments
  • Determine capability gap and associated infrastructure (utilities and facilities) required to enable execution of strategy
  • Develop unconstrained courses of action then apply fiscal reality for final recommendations
  • Develop Executive Summaries from the plans to give decision makers actionable information
  • Develop a 1~N list of projects based upon objective criteria and available funding avenues

Result

  • Provided much needed Commander’s vision and guidance in a clear and concise manner
  • The execution plan for provided the avenue for services components to address these gaps with clear justification of investment and support
  • The TMP identified and prioritized an execution plan for individual projects and the associated resourcing avenues.
  • The Theater Master Plan justified to the Department of Defense and Congress the mission associated facility requirement gap and garnered resource support for the construction of critical facilities and infrastructure
  • Enabled key US mission
