The development of a year-by-year execution strategy to cohesively address and mitigate the combined effects to the historic US Naval Academy of:
land subsidence, sea level rise, groundwater change, coastal flooding/storm surge and inadequate stormwater management.

Environmental challenges are threatening the facilities and infrastructure at the US Naval Academy.  The historic location on the Chesapeake Bay present coastal flooding and storm surge threats due to sea level rise.   Historic facilities are vulnerable to water damage and the inadequate storm water management system pose a threat to infrastructure systems.

The challenge was to develop immediate protections and long-term solutions within budgetary constraints.

Infrastructure Management and Planning

  • Developed DD 1391 to document requirements and cost estimates for programming actions

Innovation

  • PRiME identified emerging technologies and creative recommendations to meet the unique challenges at the historic USNA

Advisory Services

  • Technical solutions and options: PRiME identified and assessed specific action alternatives addressing current issues while recommending long-term permanent protections.

Stakeholder Management

  • PRiME’s understanding of DoD and US Navy options and limitations facilitated coordination with Naval Academy and NAVFAC leadership.
  • PRiME facilitated communication to insure the delivery team was informed and an integral part of the solution process
  • PRiME developed creative and fiscally responsible solutions that were compatible with DoD and Navy programs to achieve mission.
  • PRiME developed a specific and affordable programming solution through MILCON and O&M construction projects that supported specific COAs for the Installation.
