PROJECT MANAGEMENT PLANNING FOR JIATF-S

Leading the development of a Project Management Plan (PMP) and the new OSD initiative for the Project Management Agreement  as part of Merrick-RS&H JV design team on the $250-$300M JIATF-S Command and Control Facility, US Southern Command.

The intent of both documents is to provide a structured framework to support and guide project execution, with the PMA containing internal governmental signatories

There is no ONE structured framework to support and guide project execution from requirements development through design and construction completion.  In a project with multiple stakeholders, through varying command structures, there is no single approach to successful project execution and no governance structure to align stakeholders.

Project Management Agreement (PMA)

  • Utilize PMA journey to identify stakeholders and signatory authorities
  • Identify the level of risk, complexity, and constraints pertaining to this project
  • Identify specific project requirements to help mitigate project risk factors to set project up for long-term success
  • Development of a Beta Version PMA in response to the Office of the Secretary of Defense direction to NAVFAC.

Project Management Plan (PMP)

  • Deliver comprehensive PMP for facility life cycle to include mission coordination annexes
  • Develop integrated Project Management Team RACI Matrix (Responsibility, Accountability, Coordination, Information).
  • Provide risk assessment: Successful project completion; Cost Growth; Schedule; Safety; Quality; Political Fall Out; and Loss of Trust; Synchronization of the development of the Cost and Schedule Risk Analysis (CSRA)
  • Financial Analysist and Budget Support: Project Delivery Analysis: life cycle assessment (programming–design–construction–commissioning–fit out/turnover–sustainment). Specific analysis of cost safety, versus budget, schedule, activities, sequencing, safety, and quality
  • Currently PMA and PMP are in staffing
  • Project is ongoing; more to follow
