GLOBAL EN ROUTE INFRASTRUCTURE PROGRAM

The En-Route enterprise spans 38 overseas location and supports a global capability. These locations comprise of facilities, airfield pavements, railways and seaports valued in the billions of US dollars. These locations act as “lily pads” in a world-wide transportation and distribution network. Team members were a part of the overall strategy, accompanying infrastructure assessments, and the development of a methodology for synchronizing infrastructure requirements against funding priorities.

Although these locations provide a similar mission, they were managed differently depending upon where they are located, their status on the installation, and relationships with their host installation and/or country, all competing for the same funds.

There was no overall methodology for the  synchronization of infrastructure requirements and priorities for a global en-route enterprise spanning 38 overseas locations supporting a global capability.

Strategic Master Plan (SMP)

  • Developed a program wide master plan to identify requirements and priorities

Stakeholder Management

  • Ensured all leaders and decision makers were informed and supported during the sub area development visits

Program Management

  • Developed an overall methodology to synchronize infrastructure requirements with funding avenues
  • Developed quantitative assessment criteria for gap analysis – the processes that can quantify and prioritize requirements within current tools available
  • Planned the execution of an organizational assessment program in support of global infrastructure assets
  • Within the first year, multiple sub area development plans were produced tying all requirements back to a  strategic objective.
  • Future senior leaders could measure progress  and provide input where needed
  • Over 20 multi-disciplined integrated delivery teams visits to each location for assessment and evaluation of the infrastructure requirements needed to support required capability
  • Provided an articulate and supportable global master plan with a construction execution budget of $700 million for the next 10 years.
  • Developed a program for the execution of a comprehensive $100m per year construction program.  Instituted a formal lessons learned procedure for a cyclic improvement process
